The community vision of Hunter st.
The preparation of the Hunter Street Revitalisation Master Plan (HSRM) represents a once in generation opportunity to commence a process to recast Hunter Street as a resurgent and vibrant place that strongly values its heritage past, capitalises on present day strengths and embraces the challenges and opportunities arising from the merging trends of the 21st century.
The HSRM process includes the delivery of three interconnected components:
1. Contextual Framework – building an understanding of the unique mix of economic, social, environmental and cultural elements that influence the vitality of Hunter Street
2. Strategic Framework – identifying opportunities for revitalising Hunter Street at a whole of street scale as well as within individual precincts
3. Implementation Framework – delivering projects and actions that will revitalise Hunter Street. This is currently in preparation.
Council adopts HSRM Strategic Framework
Following a public exhibition period of 6 weeks between 6 September and 18 October 2010 and consideration of community feed back, Council unanimously adopted the HSRM Final Strategic Framework at its meeting of 14 December 2020.
The Final Strategic Framework establishes a shared community vision for a revitalised Hunter St. It sets out a number of key themes and priority actions that together can deliver substantial improvements to the economic, social, governance and environmental vitality of Hunter St

Global Village and Benchmarking
This section identifies global and national social, economic and environmental trends that have enable citieis to be successful and lists key drivers for a successful city
Lower Hunter Region
This section reviews regional strategies and LGA wide data to determine present day and anticipated future drivers of growth for Newcastle city centre
The Evolution of the City
This section recognises that understanding Newcastle’s evolution from penal settlement to a modern regional city is important to fully appreciate the people, heritage and events that have shaped the present day urban patterns
The Urban Environment
This section identifies built form and heritage, landmarks, view and vista, open space at the scale of Hunter Street
Environmental Audit
This section identifies a number of environmental factors such as mine influence, flooding impacts, water table and acid sulphate soils that are major considerations in revitalising Hunter Street
Access and Connections
This section identifies and reviews existing road, rail, bus, cycle and pedestrian connectivity for Hunter Street
Public Domain
This section is a technical review of the quality of the public domain along Hunter Street including seating, accessibility, weather protection, pavements, public transport and street furniture.
Current Planning Regime
This section provides an outline of the planning instruments and strategic studies that are in operation over the city centre, including Hunter Street.
Economics
This section represents a summary of the economic review undertaken for Hunter Street through Hill PDA consultants
People and Place
This section makes reference to the place making audit undertaken for Hunter Street though Place Partners consultants and the community engagement process completed so far in the HSRM process.
