Section 94A Development Contributions Plan 2009
The Section 94A Development Contributions 2009 - Update March 2011 became effective on 28 March 2011. The plan applies to the entire Local Government Area excluding Blue Gum Hills (Minmi, Maryland and Fletcher). Where this Plan applies no Section 94 levy will apply.
Part A of the Plan collects contributions for industrial, commercial and urban housing development which has an estimated cost of over $100,000.
Part A applies to the entire Local Government Area except Blue Gum Hills and the City Centre and collects for various works including community facilities, open space, cycleways and traffic management.
Part B of the Plan applies to all new development with an estimated cost of more than $250,000 on land within the Newcastle City Centre. The purpose of Part B of the Plan is to provide funding towards the public domain projects and special city projects in the Civic Improvement Plan for the Newcastle City Centre.

Blue Gum Hills (Minmi, Maryland and Fletcher)
Development Contributions Plan No 1 - This Plan ONLY applies to Blue Gum Hills
Development Contributions Plan No.1, 2005 became effective on the 9 January 2006 and collects contributions for community facilities, open space and recreation, traffic management and car parking. On the 16 June 2009, Council resolved to repeal Plan 1 except for the provisions applying to Blue Gum Hills.

Development Contributions Plan No. 4, 2006 Transport Facilities in Blue Gum Hills
Development Contributions Plan No. 4, 2006 became effective on the 14 August 2006 and repeals and replaces the former Section 94 Contributions Plan No. 4, 1997.
Development Contributions Plan No. 4, 2006 collects contributions in the Blue Gum Hills corridor for a variety of transport infrastructure including traffic signals, footways, shared bicycle paths and lanes, and road improvements.

Voluntary Planning Agreements Policy
On 15 December 2009 Council adopted a policy to regulate the way in which it will consider, accept and implement offers made by applicants to enter into voluntary planning agreements.
The policy becomes effective on the 4 January 2010.
