Newcastle and Maitland City Councils have signed a Memorandum of Understanding to work together to achieve good outcomes for the residents of Berotarwood.
The Memorandum was developed in 2007 and signed by the General Managers of Maitland and Newcastle in February 2008.

The emphasis in this MOU is to build a productive and collaborative working relationship between both Councils.
A key outcome of the MOU is the development of a staged 3 year action plan.
A discussion paper on the Berotarwood planning district was jointly developed by staff from both Maitland and Newcastle Councils during 2004-05.
It was based on the contribution of staff research, local knowledge and the outcomes of 2 workshops held in the area. Key strategic action was development of a joint MOU.
Newcastle City Council adopted the Community Plan in December 2005 after public exhibition.
An MOU action plan has been developed based on economic, social, environmental, and governance themes.

To ensure there is accountability and currency to the action plan, a reference group has been established to review the plan annually.
Performance indicators developed using Results Based Accountability (RBA) methodology and progress will be reported annually.
