City Centre Plan
The Newcastle City Centre Plan is a long term plan to cater for the expected 6,500 extra residents and extra 10,000 jobs in the city centre over the next 25 years.
The Newcastle City Centre LEP 2008 was gazetted on Friday, 1 February 2008. The Newcastle City Centre DCP and CIP came into effect upon gazettal of the City Centre LEP.
The City Centre Plan comprises four documents:
1. The City Centre Vision

2. Local Environmental Plan (LEP)
The LEP establishes the zoning, heights, floor space ratios and the main provisions for development across the city centre.

Instructions: Click on “N” under “Environmental Planning Instruments in Force”, and then click on “Newcastle City Centre Local Environmental Plan 2008”. The link to the LEP maps is on the first page of the LEP (blue tab at the top of the page).
3. Civic Improvement Plan (CIP)
The CIP lists the projects that Council would like to undertake based on funds levied from developments. These funds include the traditional Section 94A levies as well as a new provision to levy for local infrastructure.

4. Development Control Plan (DCP)
The DCP provides more detailed controls for development in the city centre and includes provisions in relation to built form, pedestrian amenity, access and environmental management.
