In September 2006 The City of Newcastle adopted the Newcastle Recreation Plan.

The Plan provides direction for the future delivery of sport and recreation services in the City to ensure the community’s needs are met in a cost effective way.

The need for a city wide recreation plan was identified as a key action in the Community Plan 2006-2010. The survey undertaken as part of the Plan indicated a shift in recreation preferences from organised activities to less structured, home based recreation. There are a number of factors driving these trends. They include an ageing population, family structure and commitments, work/life balance, income and spending levels and advancing technologies.

Ten key response areas were identified in the plan:

  1. Refine Council's role in recreation
  2. Meet future demand
  3. Promote opportunities and their value
  4. Encourage walking and cycling
  5. Encourage more people to use parks
  6. Improve aquatic experiences
  7. Support clubs and manage facilities
  8. Deliver best value
  9. Convenient transport services and facilities
  10. Encourage all people to participate.
