Project overview and consultation
Local and Neighbourhood Centres throughout the Newcastle Local Government Area are being renewed as part of Council's commitment to improve the visual amenity, community and safety functions of these centres.
The elected Council approved the Joslin Street Kotara Local Centre Public Domain and Traffic Plan on 22 October 2019. The focus of the PDP is to improve safety and connectivity for all by integrating the movements of pedestrians, cyclists, buses and cars.
Consultation commences 2017
In developing the PDP we undertook consultation with the local businesses and community. In December 2017 we run a survey to gain feedback from the community about issues related to the public domain and priorities for improvements. You told us your top three priorities for Joslin Street Kotara were:
- Pedestrian safety, access and connectivity.
- Traffic safety.
- Aesthetics
We listened and developed the Joslin Street Kotara Local Centre PDP which addresses safety issues with a new pedestrian refuge, realignment of intersections and improved sight lines.
Public Exhibition 2019
The draft plan was publicly exhibited in May 2019 and amendments were made to consider community submissions regarding trees and parking. The Plan was then adopted in October 2019.
Detailed design plans
In February 2020 we undertook on-site engagement with local businesses to help inform the renewal works. Joslin Street Local Centre is appreciated by the local community for its convenience and neighbourhood atmosphere.
In April 2020, we invited the community to nominate your favourite concept for the revitalisation of the upgraded green triangle public open space at Joslin Street local centre (corner of Joslin Street and Rae Crescent). Over 180 responded to the survey with over 60% in support of the option 2.

Feedback from this consultation was incorporated into the detailed design, which was completed in May 2020.
