Our revitalisation of this iconic facility will ensure it remains a vital part of Novocastrian life for generations to come.

UPCOMING WORK

On Wednesday 22 July and Thursday 23 July 2026 Geotechnical specialists engaged by City of Newcastle will be conducting investigations on site at Newcastle Ocean Baths. The majority of this work has been scheduled to occur during the regular weekly pool cleaning closure, however there will be crews on site across the two day period. Crews will drill several boreholes across the site to provide an understanding of the site's geotechnical conditions. This is important information to inform our ongoing care of the site, and for the Development Application and subsequent detailed design for our upgrade to the Baths complex. 

 

There will be no interruption to pool access, other than during the usual closure for weekly cleaning. The car park will be temporarily closed during the Wednesday works and weekly clean. All work will be conducted with reference to the site's State Heritage listing, and the relevant safety standards. Once the Baths reopen following cleaning, we ask the public to please pay attention to the safety signage in place on site, and the directions given by workers or Lifeguards.

Modified Development Application for Stage Two of our upgrade

On 21 November 2025 we submitted an Integrated Development Application for Stage Two of our upgrade, the pavilion buildings and surrounding public spaces. 

The Integrated Development Application for Stage Two was on public exhibition from 4 December 2025 to 27 January 2026. The proposed lease terms for the future cafe kiosk were on public exhibition until 22 December 2025.

We are now preparing a revised development application submission in response to Heritage NSW, the Urban Design Review Panel and community feedback. 

The community will be able to make a submission on the amendments during the exhibition period, which is expected to occur towards the end of August. We look forward to sharing our revised designs with you then.

The Development Application is to be assessed by the Hunter & Central Coast Regional Planning Panel, an independent body that determines regionally significant development applications.

What does the upgrade involve?

Since 2014, community feedback has played a central role in shaping the revitalisation of the much-loved Baths, which is being delivered in two stages.

Stage One - Pool and promenade areas (Completed 2023)

In Stage One we upgraded the pools, lower promenade and pump systems to improve safety and accessibility. 

The existing change facilities located in the southern pavilion building reopened for use at this time.  The upgrade of these facilities is part of Stage Two of the project.

The change rooms and public amenities are open from 5.30am to dusk. Lifeguard patrol hours are between 9am and 5.30pm Monday to Sunday, except during periods of pool cleaning. The schedule for pool cleaning is available here.

Stage Two - Pavilion buildings and surrounds (in planning)

We reached out to the community between 17 June and 5 August 2024 to seek feedback on plans for the revitalisation of the pavilion buildings and surrounds. Visit our Have Your Say page to view the plans that were shared, the consultation report and to learn more about the activities that were undertaken.

A huge thank you to everyone who shared their thoughts with us. Some of you liked the design, and some of you suggested changes. Based on your feedback we then explored:

  • A different layout for the change rooms
  • More seating and spaces for picnics
  • Ways to deliver the feeling of open air with ventilation and natural lighting through the changeroom roof design.

The site's heritage

We are committed to retaining the aesthetic of the Inter-war striped classical / art deco façade of the baths, while also improving your visit with more shade and seating, improved disability access, and new public changerooms.

We welcomed NSW Heritage Minister Penny Sharpe's announcement of the inclusion of the site on the NSW State Heritage Register in March 2025. The baths site is also protected as a heritage item of local significance by the Newcastle Local Environmental Plan 2012 in accordance with the Environmental Planning & Assessment Act 1979. The design for our upgrades take this, and the requirements of the State Heritage Listing into account.
