City of Newcastle's Codes of Conduct set the minimum requirements for behaviour for Councillors, staff, and members of CN committees in carrying out their functions.

The Codes also identify the minimum standards of performance and ethical conduct expected of all Councillors, staff, committee members. They assist CN officials in fulfilling their statutory duty to act honestly and exercise a reasonable degree of care and diligence and act in a way that enhances public confidence in local government.

The Codes are based on the key principles of integrity, leadership, selflessness, objectivity, accountability, openness, honesty and respect.

Our Codes are consistent with the Model Code of Conduct for Local Councils in NSW prescribed by the Office of Local Government.

Expressions of Interest - Conduct Review Panel

Along with other councils in the Hunter Region, City of Newcastle is Calling for Expressions for its Conduct Review Panel

The EOI is being managed by the Hunter Joint Organisation

Under the Local Government Act 1993 and the Code of Conduct framework, Councils are required to establish a Panel of Conduct Reviewers, to inquire into complaints alleging breaches of the Code by the Mayor, Councillors or General Manager.

Councils may enter into an arrangement with one or more other Councils to share a Regional Panel. Hunter JO Member Councils have agreed to establish a Regional Panel of Conduct Reviewers for a period of up to four years commencing 13 August 2020.

The Hunter Joint Organisation (Hunter JO) invites Expressions of Interest from suitably qualified and experienced persons for appointment to a Regional Code of Conduct Review Panel. Persons seeking appointment must satisfy the criteria specified in the EOI and nominate their schedule of fees.
